Cal-OSHA Systems and Inspections

The California Department of Industrial Relations (DIR) Division of Occupational Safety and Heath, Research and Standards Unit (CAL-OSHA) requires continued inspection and testing of façade access equipment verifying it is in accordance with the requirements of General Industry Safety Orders, sections 3282(p)(1)(B) and 3296(b)(I). Façade access equipment includes suspended window cleaning and façade maintenance scaffold and rigging and extends beyond that single piece of equipment to include the complete façade access system.

Working together to provide a safe and compliant working environment, façade access systems could include ladders, guardrails, window washing/façade access anchors, swing stages, Building Maintenance Units (BMU) or anything that is needed to routinely access the exterior or interior of a building. While many capable people around the world can design a safe and compliant system, the codes in California are specific to the state; only a CAL-OSHA licensed Scaffold Inspection and Testing (SIT) company can write the necessary Operating Procedures Outline Sheet (OPOS) required for permitting. An OPOS is defined as establishing “safe window cleaning and exterior maintenance procedures for buildings and structures. An OPOS shall include all of the necessary elements in pictorial and written form, to instruct employees in the safe use of roof supported building maintenance equipment or window cleaning procedures not covered by these Orders.” Currently, less than 40 companies hold SIT licenses worldwide.
